Sway bar end link question

Hey fellas,

I'm chasing down some suspension/steering clanking on my rebuilt top to bottom system, and one thing I just noticed is that the sway bar end links have a metal 'washer' that was mounted on either side of the control arm. I didn't install these, the suspension shop did, however I vaguely remember these washers came with the LCA's i purchased off Opentracker in the states.
The photo's below show how it was setup, with the metal shims sitting on the LCA top and bottom.

Would this make noise as the sway bar is working, as the end links aren't exactly torqued down that tight?
Anyone know why these are used? I'm pretty sure my old arms didn't use these.

Yup here is a pic of when I got the arms, you can see they are cable tied to the arm.

Ok just read that the originals were part of the arm. I guess I need to use these then.
