Prepping bare metal for etching

My engine bay is finally all stripped back to bare metal.

Before I spray the etch primer, there are some spots on the towers with light surface rust that I need to clean up. I've previously just used vinegar & water.

What is the best method to use to remove any surface rust from the bare metal?

You could use the POR-15 metal ready product.

I'm sure there are other ways as well.
