The wastegate will stop the inctreased airflow(and subsequent boost) from reaching the intake though. If I want to run 10psi max on my setup, and I pulley my SC for this, I will only see that 10psi near redline. If I pulley it for 20psi at redline, and then bleed off anything over 10psi, surely you would reach that 10psi way down the rev range as opposed to redline in the first example. Yeah I get what you're saying - I'm just not sure it will work unless your supercharger is way oversized - with a centrifugal anyway.
I don't think anyone really pulleys for boost pressure - most people pulley for max impeller speed. For sure if you do that and you end up with too much boost, you could bleed it off.
You could do that with a bypass valve that has no boost reference, so the boost pressure can push it open. You'd just size the spring for the right boost pressure.
If you did try to pulley for a boost pressure, as soon as you did any mods to the engine that makes it breathes better, the max boost pressure will change.
If I was building an engine for boost, there'd be no such thing as too much
